Pending Draft Legislation Targeted for Spring 2005
The Draft will Start in June 2005







There is pending legislation in the House and Senate (twin bills: S 89 and HR 163) which will time the program's initiation so the draft can begin at early as Spring 2005 -- just after the 2004 presidential election. The administration is quietly trying to get these bills passed now, while the public's attention is on the elections, so our action on this is needed immediately.

$28 million has been added to the 2004 Selective Service System (SSS) budget to prepare for a military draft that could start as early as June 15, 2005. Selective Service must report to Bush on March 31, 2005 that the system, which has lain dormant for decades, is ready for activation. The pentagon has quietly begun a public campaign to fill all 10,350 draft board positions and 11,070 appeals board slots nationwide.. Though this is an unpopular election year topic, military experts and influential members of congress are suggesting that if Rumsfeld's prediction of a "long, hard slog" in Iraq and Afghanistan [and a permanent state of war on "terrorism"] proves accurate, the U.S. may have no choice but to draft.

Congress brought twin bills, S. 89 and HR 163 forward this year, http://www.hslda.org/legislation/na...s89/default.asp entitled the Universal National Service Act of 2003, "to provide for the common defense by requiring that all young persons [age 18--26] in the United States, including women, perform a period of military service or a period of civilian service in furtherance of the national defense and homeland security, and for other purposes." These active bills currently sit in the committee on armed services.

Dodging the draft will be more difficult than those from the Vietnam era.

College and Canada will not be options. In December 2001, Canada and the U.S. signed a "smart border declaration," which could be used to keep would-be draft dodgers in. Signed by Canada's minister of foreign affairs, John Manley, and U.S. Homeland Security director, Tom Ridge, the declaration involves a 30-point plan which implements, among other things, a "pre-clearance agreement" of people entering and departing each country. Reforms aimed at making the draft more equitable along gender and class lines also eliminates higher education as a shelter. Underclassmen would only be able to postpone service until the end of their current semester. Seniors would have until the end of the academic year.

Even those voters who currently support US actions abroad may still object to this move, knowing their own children or grandchildren will not have a say about whether to fight. Not that it should make a difference, but this plan, among other things, eliminates higher education as a
shelter and includes women in the draft.

The public has a right to air their opinions about such an important decision.

Please send this on to all the friends, parents, aunts and uncles, grandparents, and cousins that you know. Let your children know too -- it's their future, and they can be a powerful voice for change!

Please also contact your representatives to ask them why they aren't telling their constituents about these bills -- and contact newspapers and other media outlets to ask them why they're not covering this important story.

If Bush is re-elected and he keeps up this military madness all over the planet, there's gonna have to be a draft.

Anyone who wants to know how to beat the draft by claiming to be gay, lemme know. I'm personally in favor of gays having to risk their necks along with everyone else, but as long as the government insists on excusing them (a "Special Privelege" gays don't want), seems to me anyone should have the right to claim that exclusion.

Those two bills have been around since January of 2003. They created a media firestorm. They are nothing new, and almost everyone said they wouldn't vote for it. This was before the Iraq war started shooting, and Rep. Rangel wanted to make a statement that if the leaders in washington had their kids in the military they would make different choices.

The bills haven't been touched in like 15 months. A quick look on THOMAS (the library of congress system) shows both have been in committee since February of last year. They are withering away in committee.

There is also no mention of anything about college students in the actual bills. The text is short, and not full of leagalese.

For all you civilians IRR stands for Inactive Ready Reserve. You can enlist for 4 years, but in reality you are really signing up for 8, and can be called back any time.

It's true, and it sucks too. As for my friend, his old unit has gone to sh!t, and his new wife is still stationed at Ft. Riley. We're prolly going to start looking into the Reserve units around Houston, and basically jump the gun. There's a nice aviation unit close. Wouldn't mind being a Crew Chief.

My thoughts exactly! But I just talked to a buddy from my old unit the other day who is over there right now. When anyone bitched or whinned he was the guy yellin to suck it up. Volunteered for everything and was at every board. A true soldier! He was over there for two months before comming back for orders to Korea. They stopped him the day before his flight for new orders back to Iraq.

He's a tanker, but has been reasigned to an infantry unit. Whenever he makes a friend they get hurt or killed, and it's really screwing with him. He told me to break a leg, have my mom drive over my foot, or fail a piss test, anything to keep from going. Well, as much as I appreciate his care for my well being, I'll still go if I have to, and I have my reasons.

Don't know where I was going with this, but just sayin that it's bad over there.

I have a soloution for the war and draft....If we just built a couple pools in the middle east they would swim and live peacefully...You would be pissed off too if it was 120 everyday and all u had was some dirt, sand... Its like when you go to a family picnic and you dont want to be bothered by "uncle micky" but once you get in that pool everybodys friends. Also tell them to stop firing all those bullets in the air...when its time for war you know they are going to be out of ammuntion.. Something tells me it will be a long long time before the hyper-religious and rabidly anti-gay US military lets any gays in. They don't give a rats ass about fairness or equal obligation or dismissing gay's responsibility to put their necks on the line just like everybody else. They just hate queers, that's all there is to it. They just hate queers.

That being said, anyone who wants coaching in being queer to avoid the draft, I'm here for ya. I got one guy out back in '77 (just before they kicked me out) . . . it was easier back then, all you really needed to do was read the gay chapter in Dr. Jerry Ruben's "All You Wanted To Know About Sex (but were afraid to ask)" and be able to name a few other gay people. It would require a bit more study now, I suppose, and you might have to go to the extreme of being willing to kiss another guy in front of military investigators, but if you want the same military exemption that gays have, ya, it can be done. If you have better things going on than basic training and getting shot at right now (like college or a career or good job or a wife), no need in letting George Bush send your ass off to fight a war (based on faulty evidence) to preserve the right for American corporations to drill for oil and make big profits.

Ya, I think I'll have to develop a "Gay For A Day" course so we gays can share our military exemption with the rest of y'all . . .

Well, it's kinda disappointing to see some folks excused from military service for nothing other than what their sexual orientation is, but not excusing anyone else of any other sexual orientation. Is it fair? Nope. Is there a do-it-yourself solution to this sort of injustice? Yep. Tock's "Gay-For-A-Day" course (under development) where we teach you how to look, act, talk, walk, and smell gay just long enough so you can convince government agents that you merit the same unmerited military exemption awarded hundreds of thousands of draft-age men since 1953.
