it actually varies from state to state, illinois just changed a few years back i believe, and now the legal age of consent is 17 here. and in places like kentucky, isnt is something stupid like 14, lol.

Depends on the chick, but in "general" terms form what I experienced, a guy who is 27 and a girl of 20 there is a whole world of difference.
