    I'm pretty sure you'll never see a socialized smack program anywhere else in Canada... for those who don't know, Vancouver is more or less "California North"...

    I was just thinking maybe they are getting it from us (U.S.). There was alot of opium poppy in Afghanistan when we went in.

    stupid fuking sh!t. wasting my tax dollars so junkies can have their fix. I have an idea. Spend that money on police officers and throw those junkies in jail.

    VANCOUVER - A clinic in Vancouver began recruiting heroin addicts to give them free drugs, as part of a national study that's the first of its kind in North America.

    The North American Opiate Medication Initiative plans to enroll 470 hard-to-treat addicts in Vancouver's Downtown Eastside, Toronto and Montreal – about 157 people at each site.


    About half the volunteers in the $8.1-million study will receive free, pharmaceutical-grade heroin for 12 months, which they will administer themselves in a clinic under medical supervision.

    The others – a control group – will be given methadone, a synthetic narcotic that helps addicts overcome their heroin cravings and prevents symptoms of withdrawal.

    After a year, the group on heroin will gradually be moved into the methadone program or to another treatment method.

    Researchers, led by Dr. Martin Schechter of the University of British Columbia Faculty of Medicine, hope the addicts will make positive changes to their lives because they won't have to steal or prostitute themselves to get money for drugs.

    The doctors also hope that by giving the heroin away, they will reduce overdoses and HIV infections.

    Ultimately, they hope people taking part in the program will be able to kick their drug habits.

    There are thousands of heroin users in the Downtown Eastside, which has one of the highest proportions of drug addicts in North America, but only six people a week will be accepted into the program over a six-month period.

    Anne Livingstone, project co-ordinator for the Vancouver Area Network of Drug Users, said she has some questions about the recruitment process, but she's happy to see the clinic finally getting off the ground.

    "I guess I was always a bit cynical in the sense that it would just die on the vine and it wouldn't be pursued, and I just have to say I'm really pleased that they persisted."

    The project has drawn fire from critics including U.S. officials, who argue that Canada is too lax in cracking down on illegal drug use.

    The Vancouver neighbourhood already has the continent's first injection site for heroin addicts.

    The prescribed-heroin clinic may be a North American first, but similar programs have been offered in Europe.

    In a similar project in Switzerland in the 1990s, fewer than 10 per cent of the addicts quit taking heroin – but the crime rate among addicts dropped and the job rate went up.

    It's expected the free heroin will be available in Vancouver by the middle of next month. The Toronto and Montreal trials begin later this spring.

    The Canadian Institutes of Health Research is funding the study, which is approved by Health Canada

    Don't forget that heroin as we know it today was developped by US pharmaceuticals for the CIA. CIA used heroin as an early interrogation drug, but it didn't quite turn out the way they wanted.

    heroin wasn't originally synthesized for the CIA. It first came around in London but really took off in popularity when bayer (a german co.) started marketing it for coughs, colds, chest pains, tb, just about everything they said it'd cure, that was in the late 1800's. Now it's true that CIA sold heroin during (and maybe before and after) the vietnam war since they were close to large supply. Most of the worlds opium comes from the golden crescent (Afghanistan, Pakistan) and then the golden triangle (Myanmar, Thailand, Laos). But here in the US most of the heroin comes from Mexican and Columbian opium...not from the middle east and south east asia.

    You are paying for it, programs like this attempt to lower the total cost. You pay far more in social costs (and real ones $$$) if they are committing violent crimes, property crimes, etc. These centers are dirt cheap compared to the costs serious drug addicts impose on society, at least in a crowded, high crime, metropolitan area.

    Exactly, it is a crappy way for dealing with a crappy problem, but the ends justify the means. If it lowers crimes, therefore makes people safer it is a good thing. It is proven to work in other countries, I wish they would do something like that here in America. It costs alot more money to employ more police and correctional officers and probation officers, to build more jails, and the costs innocent victims pay.

    Kepp it up.
    My prediction. 12 months from now your resident heroin population will have grown dramatically. Not because of increased use by locals, but because the junkies will be hitching to you. See if you socialist like footing the bill then.


    I say take all of the junkies & throw them in isolated confinment for six months. After you let them out make them take a drug test randomly every week. If they fail they go in for a year. Eventually they will either O.D. or recover.
    Before you say I am heartless, my sister was a hardcore junkie so I know how these people think. She was in & out of detox several times. It only stuck when she went to jail for 5 months. Took that to sober her up.
    Best thing that ever happened to her.
    Been clean for 7 years now.

    kill them all then if its more expensive to throw them in jail. yes I have no respect for addicts. Its the one thing I cant stand. I personally avoid them where I can, but when I'm paying for their own mistakes that really pisses me off. Its time to clean up the streets not help the problem. I personally don't even see the point in legalizing weed. It just tells kids its okay to smoke weed. Sorry I'm in a bad mood I just got my all my wisdom teeth out yesterday
