ZANESVILLE - A 29-year-old New Concord man is facing 21 felony drug charges
after being arrested Monday in one of the county's largest anabolic steroid
drug busts.

Richard Scott Reed is in the Muskingum County jail after detectives executed
four separate search warrants that yielded 16,900 unit doses of anabolic
steroid drugs and 500 unit does of dangerous drugs, according to a news
release from the Sheriff's Office. The estimated street value of the drugs
is $348,000.

"I'm proud of my officers and the work they've done on this investigation,"
said Sheriff Bob Stephenson.

According to Detective Mike LeCocq, the investigation showed Reed was
receiving the drugs through the New Concord Post Office and Box and Mail in
Zanesville. The packages were being sent from Moscow, Russia.

Using the mail to a commit a crime is a federal offense, but Stephenson said
the postmaster has chosen to let the offenses be handled at the state level.

Stephenson pointed out that the Sheriff's Office does not know who the drugs
were being sold to, and Reed refused to answer any questions until he has a
lawyer.

Detective Todd Kanavel said steroids are most closely associated with
athletics.

"The drug doesn't provide what you would call a 'rush,'" LeCocq said of the
physical properties of steroids. He said the rush comes from the drug's
ability to make an athlete stronger and build muscles.

"Guys get what's called 'roid rage ' from the increase in testosterone (due
to the ingestion of steroids)," Kanavel said. "They get very aggressive."

Kanavel said the drug can cause personality changes and affects the liver
and kidneys.

"(Athletes) need to avoid steroids and instead they should hit the gym and
eat properly (to gain muscle mass)," Stephenson said.

Steroids are typically sold in pill or vial form at $20 per injection or
$200 for a vial, Lacocq said. He added that users typically "stack" the
doses, meaning they shoot it up then follow that with the pills.

Reed was arrested and convicted on charges of domestic violence in 1999 and
2000 in Guernsey County. He has no drug convictions.

Reed is expected to be arraigned this week in the Zanesville Municipal
Court.

Police allege stockpile worth $250,000 to $350,000

OLYMPIA -- An Olympia man faces drug charges after narcotics detectives found thousands of doses of steroids inside his home, authorities said Friday.

Jeffrey S. Bell, 31, was arrested at his apartment on Donavan Loop, south of Olympia, on suspicion of unlawful possession of steroids with intent to deliver. He was booked at Thurston County Jail but posted $5,000 bail and was released.

"Obviously this is the beginning of a big investigation if you've got this many doses," said Lt. Loreli Thompson of the Thurston County Narcotics Task Force.

The investigation started with a tip to the drug task force. Steroids are illegal to possess without a prescription. Detectives searched Bell's home and found between 20,000 and 40,000 doses in both pill and liquid form, task force officials said.

"There will be a little more investigation into where he is getting them," task force Sgt. Fred Bjornberg said. "We know he's distributing it."

Detectives estimate the seizure totaled about $250,000 to $350,000 in street value, he said.

Bell is a bodybuilder and helps prepare other bodybuilders for contests, Bjornberg said.

The arrest Thursday coincides with a steroid scandal gripping Major League baseball. Earlier this year, Congress held a hearing on the prevalence of steroid use among professional baseball players and what the league was doing to regulate it.

Then, last week, Baltimore Orioles slugger Rafael Palmeiro was suspended for 10 games after testing positive.

Bell has drawn attention from the task force in the past for performance-enhancing drugs. In 2002, he was sentenced to five months of work release and 240 hours of community service after he entered an Alford plea in response to a charge of attempted possession of steroids with intent to deliver and unlawful possession of testosterone, court documents say. Under an Alford plea, a defendant doesn't admit guilt but concedes that a jury likely would have convicted him based on the evidence.

The 2002 case started with a Drug Enforcement Administration investigation into packages containing cash that were sent to a mailbox belonging to Bell's fiancee. She told detectives that the couple owned an exercise video business and sometimes received cash through the mail, court documents say.

Detectives obtained a search warrant for Bell's home in that investigation and found 33 pills that turned out to be methandrostenolone and a bottle full of liquid that authorities determined was testosterone, court documents say.

As part of his probation in that case, the court ordered him to avoid bodybuilding competitions and personal training, court documents say.

Much of Thursday's seizure came from a veterinarian supplier, Bjornberg said, adding that Bell was cooperative during the investigation.

THURSTON COUNTY - Thurston County detectives tell us it's the biggest steroid bust they've ever made -- more than 40,000 doses worth more than $1.5 million on the street.

But the local body builder targeted in the arrest claims detectives are blowing the case way out of proportion. He talked only to KOMO 4 News, telling us he's just doing what it takes to compete.

At first, suspect Jeff Bell was reluctant to talk about his arrest, saying he didn't know if his attorney would approve. But eventually, like former major leaguer Jose Canseco with his tell-all book on steroid use, Bell told KOMO 4 News openly that he uses steroids, and believes there is nothing wrong with it as long as people are careful.

"That's the only way to level the playing field," says Bell, a professional bodybuilder. "And if you're not using and others are, they're going to have that advantage."

Thurston County Sheriff's detectives busted Bell on Friday for allegedly possessing and planning to sell steroids. They found both pills and liquid steroids, along with needles to inject the drugs.

After talking with both a pharmacist and a veterinarian, detectives estimate they found more than 40,000 doses.

"Obviously the amount that this particular suspect had is far beyond what the average person would have," says Sheriff's Captain Brad Watkins.

Bell told KOMO 4 he is a professional consultant who's taken numerous body builders to competition wins. When asked about the health risks of steroids, he answered, "Before I take on any client, they have to go and get a physical and blood work done both before and after."

He also said he wouldn't work with anyone under the age of 18, "because of the simple fact once you're 18, you're an adult, you can make your own decisions. Before that I won't work with them."

But later, Bell said he doesn't give steroids to any of his clients: "They're on their own and my recommendation is always that they go see a doctor themselves."

Bell added that everything detectives seized in his apartment was for his personal use for next year's national competition in which he planned to compete.

Detectives say that's laughable: "The amount of dosages that he had was up over 40,000 dosages," says Captain Watkins, "and if it was for his personal use it was going to be for his personal use for many, many, many years to come."

Bell says this case is being blown way out of proportion and that police estimates of both the doses and value of the steroids in his apartment are highly exaggerated.

But the Sheriff's Office is taking this seriously. Bell has one prior conviction for steroid possession and they're hoping to get a conviction this time that could lead to as much as five years in prison.

Mesa Police Arrest Couple in Steroid Investigation
On Wednesday, detectives of the Mesa Police Department's Special Investigations Division arrested and booked Scott Ferriss, a Canadian citizen, and his wife,Toni Ferriss on possession of dangerous drugs for sale charges.

This drug investigation led Mesa Police detectives to the Ferriss' home in Mesa. A search warrant was served on the Ferriss’ apartment on August 10.

During the service of the search warrant over $100,000 worth of powder steroid was seized. Four different types of anabolic steroids were found: Winstrol , Dianabol , Androral and Furazabol. The search warrant also revealed the Ferriss’ were running an illegal in-house internet based steroid distribution business out of their apartment, with possible international implications.

During the course of this investigation, detectives were able to determine that the Ferriss’ would receive the steroid product in powder form and then make the drug into capsule form in a make shift lab inside their apartment.

The lab the Ferriss’ had set up in their apartment posed no health threat to the community.

The Ferriss’ are currently in custody and are being held at the Maricopa County Jail. Scott is being held on $ 1,000,000 bond and Toni is being held on a $500,000 bond. This is an on-going investigation.

Scott and Toni Ferriss were arrested Wednesday night after police served a search warrant on their residence in the 200 block of North Gilbert Road.
Authorities said they found steroids in powdered form worth more than $100,000. They also confiscated $6,000 in cash.

The Ferrisses are being held at a Maricopa County jail on suspicion of possessing dangerous drugs for sale. Scott Ferriss, a Canadian citizen, is being held on $1 million bail; Toni Ferriss’ bail is $500,000.

The steroids seized are Winstrol, Dianabol, Androral (methyltestosterone ) and furazabol, Mesa police said.

According to documents obtained by the Tribune, the
Ferriss’ apartment contained boxes and bottles filled with pills, plus equipment used in turning the steroids from powder into capsules. The equipment was found in the apartment’s master bathroom and master bedroom closet.

Authorities said the makeshift laboratory posed no health threat.

"This is a very, very typical set-up," steroids expert and author Will Carroll said. He added the powdered steroids are available from overseas, then "a college-level chemist can make the compounds."

Once the steroids are manufactured, Carroll said dealers and customers often communicate via Internet message boards, using code words. Then the dealer offers a useless or obscure item for sale on an online auction site. The customer buys the item, and money is legally sent to the dealer in exchange for the steroids.

"It’s your basic drug dealing," Carroll said. "But not quite the same social implications."

According to records, the bust began when police intercepted a package, containing a pound of powdered steroids, addressed to a fictitious business operating out of a local The UPS Store’s mailbox.

The package was delivered to The UPS Store, and after Scott Ferriss picked it up, the warrant was served, police said.
