banned I.P. address

I dont know how to address thing..a PM or what. I am just wondering why sometimes after I post something comes up saying "The system administrator has banned your IP address." What does this mean? Maybe it is a random mistake or something? I didn't really know where to post this or anything, so I'm sorry if I did anything wrong.

Possibly someone using the same ISP and who is in your area was banned, and the first two groups in the IP are the same as his? Contact admin.
