Why Do My Measurements Fluctuate So Much?

I've noticed that my measurements, mostly my arms, can fluctuate up to a 1/4 of an inch at different times of the day. Keep in mind I don't measure immediately before or after a workout so having/not having a pump has nothing to do with it. So why does my measurements fluctuate so much? Is it normal?

My diet's pretty solid, eating every two hours. Chicken, steak, tuna, salmon, whole wheat pasta, yams, rice, post-workout shake and before bed shake as well. I don't think I'm holding water, at least I don't look like I am and I shouldn't be regardless.
