There's a law now that says if you verbally scare someone and there is witnesses the victim can file threat/abuse charges.......

This is so funny, guy I work with and myself had to go to Wal-Mart one day, rare coincidence that I make sure happens less than once eveyr 4 yrs. But we go in and I think each of us has like 4 things so we head to the express checkout lane. Just before we pull up this fatass broad with 3 rugrats pulls in front of us with a cart loaded, I mean like her monthly shopping trip. Well in excess of 10 times the limit of items stated. So she starts unloading her cart and throwing it up on the counter and I'm just just calm as all get like well fvck it I'll find a different lane, but my co-worker just stands there glued to the ground staring at her. Now you gotta picture this, he's 5'6 maybe 165 lbs about 65 yrs old got a pot belly and he's going bald, to top it off he has a voice at least two octaves higher than Michael Jackson, he is a prime example of what happens to nerds when they grow old. This broad is way over 350 lbs and prolly 5'8". So she's unloading her shit and looks back and makes eye contact with him does the old smile and nod and right as she's reaching in for another item he just smiles at her and says "too bad, looks like you can't count calories either." I bust the fvck up laughing at which point this broad takes a step toward him and he bolts. I thought he was going to be the victim of a hate crime that day. I still laugh about that shit whenever it crosses my mind, guys not that funny I swear it, but he had his moment.

That might qualify as verbal abuse/verbal assault, but it's not really a crime and definently not a hate crime. Fvck that fat bitch! haha

Joking aside if you walked by and yelled at her and did scare her you were wrong to do so but just walking by and saying FB is not a hate crime IMO.
