Its easier to build a space station in space than on the moon. If it is on the moon you have to deal with landing and taking off again. You have to deal with dust and slight gravity. More simple to have zero gs and have a mobile space station. It does not take that long to reach the moon so using the moon as a half way point is not effective.
Trying to make the moon occupied in relation to domes and such is not feesable. It would be easier to make the deserts here on earth liveable. The moon has no access to water or oxegon. The deserts do.
I know it seems fun to imagine colonizing a new planet and all the free space that it would provide, but living in a dome your entire life is not fun. Trying to make an atmosphere on a planet is not possible. In the movies it is. Sure, just melt the frozen ice and it will take care of everything.
It took Millions of years for Earth to do that.
And it rained NON STOP for centuries.
