Buying bulk products to make steroids illegal?

I've seen fina kits for sale on some research sites so i assume for those purposes its not illegal, but i've been seeing recipes for test prop and stuff lately, and i was wondering if it was legal to buy the powder? Or lets say "as legal" as buying those research chemicals... ie. kinding bending the rules a bit.

ok well i am doing a sus and primo cycle
sus is going good in my 3 week i put on 12 pounds already but i jus got some new gear from my supplier but the sus he gave me is
sustest 300- iso 60mg, prop 40mg ,decan 100mg ,phenly 100mg then is sayes how 300mg in vegatable oil
it a white an red lable corners are not rounded distributed by a company in italy
the lable has a borderon it the bottle has a long head it's kind of hard to read the lable the company looks like skovej labs or some thing like that
i wanna know if it real or not
