i just finished PCT and in a few weeks I will have blood work done to see if my body has recovered. If the tests come back ok, is it alright to go ahead with the next cycle even if I haven't completed the full 14 weeks off (my cycle was 14 weeks)?

you could do, and im sure some would, i personally would still have time off
How long have you been off? It's good to make sure your body is 100% fully recovered.
time on(including PCT) = time off Just to be 110% sure its cool, you can have a blood test done. If results ok, then, start your next cycle. JMO
