They don't test for steroids. The thing is, if he is doing his physical they do blood work AND they check your balls so if he has nuts the size of peas then they will ask him why they are like that. If I was your friend I would hold off on steroid usage until after basic training/AIT.
I had several friends who juiced in the military. It's getting pretty common...
