On October 22, 2004, President Bush signed into law the Anabolic Steroid Control Act of 2004, scheduled to take effect 90 days later. Ratified by the U.S. Congress earlier in the month, the bill expanded the steroid law that had been passed in 1990. The new law also provides $15 million for educational programs for children about the dangers of anabolic steroids, and directs the U.S. Sentencing Commission to consider revising federal guidelines to increase the penalties for steroid possession and distribution.

According to Rick’s book and its supplement, the law adds 26 new steroid compounds to the previous list of substances that are legally defined as “anabolic steroids” and classified as Schedule III controlled substances. These compounds will be in the same class as barbiturates, ketamine, LSD precursors, and narcotic painkillers such as Vicodin. Mere possession of any of these products will be a basis for arrest and prosecution as a federal drug criminal. The new compounds are: androstanediol; androstanedione; androstenediol; androstenedione; bolasterone; calusterone; *1-dihydrotestosterone (a.k.a. “1-testosterone”); furazabol; 13b-ethyl-17a-hydroxygon-4-en-3-one; 4-hydroxytestosterone; 4-hydroxy-19-nortestosterone; mestanolone; 17a-methyl-3b,17b-dihydroxy-5a-androstane; 17a-methyl-3a,17b-dihydroxy-5a-androstane; 17a-methyl-3b,17b-dihydroxyandrost-4-ene; 17a-methyl-4-hydroxynandrolone; methyldienolone; methyltrienolone; 17a-methyl-*1-dihydrotestosterone (a.k.a. “17-a-methyl-1-testosterone”); norandrostenediol; norandrostenedione; norbolethone; norclostebol; normethandrolone; stenbolone; and tetrahydrogestrinone. Many of these new substances have been widely marketed as “prohormone” dietary supplements.

To make things a bit less abstract, LEGAL MUSCLE assumes a hypothetical scenario. “Let’s say that in December 2004, a consumer buys a bottle of [prohormones] that are listed in the new law. Legal to buy? Absolutely. But once the law goes into effect, January 20, 2005, the tablets will be legally transformed into a federally controlled substance. The possession of even one tablet will be a federal crime punishable by up to one year in jail for a first offense, and up to two years in prison for anyone with a prior drug conviction.” Manufacturing or selling a listed prohormone product, or possessing it for sale, on or after the 90th day from enactment, risks prosecution for trafficking in controlled substances. The punishment for trafficking is up to five years in prison for a first-timer. The bottom line is this: If you plan on stocking up on prohormones for after the ban, you are in essence hoarding what will soon be a controlled substance – with the same legal implications as Real Steroids!!

We will see newly invigorated anti-steroid enforcement efforts, Rick’s supplement predicts. “Even before the President signed the new law, DEA was sounding a war cry. ‘We are now focused on steroid trafficking and abuse as never before,’ said Michele Leonhart, deputy administrator with DEA, at a steroids summit in Los Angeles in October.” While increased penalties for steroid possession will deter some, others may risk the dangers of the black market.
