2-injection questions

I've got a couple of simple(maybe stupid) questions.

1) why is it necessary to tip the vial upside down when filling a syringe?

2) if you injected subcutaneusly instead of intramuscular with AAS, what would be the result?

Im following the proper protocol but just wanted to clarify these questions.
