Try to warm it up with a heating pad. What size is your needle?

try turning the vial upside down, and pull the needle out so only the very tip is left in, then try draw it out, that usually works for me when I have small amount left in vial

did you put air in the vial before you draw out

are you injecting air into it first? vials are sealed and it's difficult to remove gear from it without replacing it with something. The only thing you can replace it with is air. So if you want 2cc out of your vial, take 2cc air into the syringe, inject it into the vial, then withdraw the gear.
edit: damn it gsxxr why you gotta be postin while I'm typin

22g...the heating pad may do the trick can i use hot water?
for the eq i loaded a 1cc of air and i think when i put it in the vial it sucked it in automatically (sound right)?
how about when i draw from the cyp with the same pin load another cc of air? how do i make sure im not putting eq back into the cyp.
should i just get a empty vial and mix the gears in there? would that make this much easier?
thanks again - Reality

if it sucked the air in automatically then there is a vacuum in the vial. If you're having problems then inject more air until the pressure is equal on both sides, then you'll be able to draw. When you draw with the same pin yes put in another cc or air, you shouldn't inject any gear back into the vial because the air will be at the top of the syringe and you'll be holding it rightside up (since the vial is upside down). understand? I can draw a quick pic if you want.
