Nolva does not lower the level...it binds at many of the same receptor sites (more readily)...but does not cause many of the negative symptoms...thus blocking, but not lowering levels....
Its a receptor blocker...it out competes estradiol or via numbers (higher concentration)
out competes for the receptor sites...which might create more receptor sights (but thats another story)...

That is kind of a tricky question. Since it is a serm it will compete and occupy estrogen receptors in specific areas such as breast tissue but I don't believe it will necessary lower the estradiol level itself. I will do some quick research on systemic estrodial effects to verify.
