bulk and cut cycle?
week 1-8 sustanon @ 500
1-12 eq @ 400
week 9-15 test prop (I want to cut back on the water retention at the end of the cycle)

I would wait for week 10 to start the prop because you'll still have a lot of test in your system from the sust in week 9.

Bro, you know your body better then me, you need to pick what'll work for you. But I will say this, your whole premise is wrong, it's the diet that determines what the cycle's going to be, the gear is only part of it. You can do so called bulking drugs and have a diet that won't support bulking gains and you'll gain little to nothing.
You use the drugs that work for your body, then have a diet that will susport gains without fat or as little as possible, with some fat lose would be even better, you have a lean mass cycle. A bulking cycle includes fat gains as well as muscle, that's why it's called bulking
Cutting includes losing some muscle, so bulking then cutting, makes no sence, since you're going to lose that new muscle (some, if not all), as well as the extra fat you gained while bulking.

I can maintain my low bf through any cycle, I just want to minimise water retention near the end of the cycle.

well if u diet correctly you wont have too much water to worry about and u wont need to switch to the prop...
