No he needs to get a good base until his potential is gone if has no good workout and a no good diet they will be worthless. He needs to build a base first

He can yes, but i don't think he should.
He first needs to strengthen his frame: joints, ligaments, tendons and skeleton. He also needs to develop proper lifting habits and techinques. His diet is another area that can take time to develop. This can all take months to years depending on the individual.

yes anybody can do anything... get him some test, nolva, clomid and a needle and tell him to start stabbing away. He'll be huge in no time. But honestly he will see great gains by fixing all the things they mentioed above.

Tell him to stop be lazy, lift big and eat big. Put in some work before you think about going the gear route.

You know, the thing about this is if he just started lifting he has no
idea how far he could get without them. I have friends who sport
21 inch arms with no body fat what so ever and never touched
the stuff. See how big his genes will let him get and if he's not
    happy then look into it.

Can he? Yes. Should he? Absolutely not. When you first start working out gains come really easy anyway, then he needs training base, and nutrition base. This guy is just an impatient idiot (no offense intended to you tho).

i have 19.75 inch natural low fat..finally running gear...couldnt get them past that damn mark. ...im sure ill hit 21 in time. ...speaking of the post..

i suggest getting a good base....before jumping into roids. plus you will need education along with natural training before taking a oral or shooting a shot.

    just my opinion.

also i do not have any scientific proof on this statement but I BELIEVE if you have a natural base...you will not lose your gains like you would on a GEAR only body.

for example..if you get off the gear for the rest of your life..I think a guy that worked out to his natural potential will not lose like a GEAR only guy that was skinny or fat..just started shooting..then suddenly got off the gear...most of those people lose everything they had. who knows.

Without a solidified foundation, how will a house stand?

    It won't.
