A friend is injecting using a 3cc syringe. He is putting 1.5cc in 1 thigh, then taking it out, and putting the other 1.5cc in the other thigh (not touching the needle on anything). Both locations are swabbed. Is this safe?

Tell your friend he is a cheap bastard as new needles only cost about 5 cents. It is safe however but every injection will dull the pin so the second may hurt a bit more. People re-use slin pins all the time for insulin shots but they also say to either boil the syringe for 30 min or submerse it in isopropyl alcohol for 5min after each use.
