No, T3 could not cause goiter - it has to do with iodine deficiency, not an overactive thyroid.
Basically, iodine is an essential part of the production of thyroid hormones. If you have a deficiency, you're getting less production of active thyroid hormone, but you still have the precursors building up in your thyroid gland. Because of the low level of thyroid hormones in the blood, your brain tells the thyroid to produce more, so it produces more precursors but cannot finalize the conversion to active hormone because of the lack of iodine - therefore these precursors build up in the thyroid...
this is all from memory (studied it a while ago) so please correct me if I'm somehow off, but that's how i remember it being described
