    Low IGF levels are an indicator of low GH levels. GH has been studied, clinically, much more than has IGF-1. GH has much more global effects than just increasing IGF-1 levels, so it makes sense to treat with GH. If IGF-1 levels remain low, then they can look at problems with the synthesis process in the liver.
