Trying to decide whether I should cut the BF first more before trying to bulk or not. At some point I want to cut more and get down into the 8-10% range, but I don't want to be super skinny either. Suggestions?

With the amount of muscle you are currently sporting at 6'7, if you were to get to the 8-10% bodyfat range your fear of looking skinny will come true. Suggestion, eats lots of clean food and lift heavy weights for a couple more years.

"Lean Bulk"? Not that's an interesting term.

Wow your a tall one bro...
OK honestly you tall and the average eye would say ur thin but because you dont have a solid muscular base I would guestimate 18%.

Hit the weights, add muscle and you'll be leaner without cutting (eat clean).
