Too late for PCT??

Hey guys about 12 months ago I took a course of Dianabol which lasted roughly 5-6 weeks. During that time I was taking Tamoxifen to avoid side-effects. My testicles still shrunk however and have never really come back to their original size. Is there any chance I can take Tamoxifen now in order to increase their size or is it way too late for that?
