Can I even gain any weight/muscle @ 3000 calories a day?
Calculating BMR suggests that just about 3000 calories a day is my maintance. If so, will 3000 even put anything on? Should I be shooting for something more like 3500-4000?

I Believe its 500 calories above maintenance for bulking. So yeh 3500-4000 should be good.

I think you answered your own question.....if you need 3000 cals to just maintain....then obviously you need more to gain. So yes 3500 cals a day would be good.
