Either or. People eat everything from potatoes, rice, oatmeal, etc for PPWO. Some prefer higher GI than others. It's up to individual choice.

well how much oatmeal would be equivalent to 1/2 cup brown rice? should i use more than 1/2 cup oats since it only has around 30 carbs in a half cup and brown rice has around 50-60?

The calories should be the same no matter what you are eating. Just adjust the amount of the food that you need to eat to add up to the required number of calories.
