its only needed for post work out b/c that is the time your body is in desire need for replenisment

you take dextrose in order to replenish your muscle glycogen following a resistance training bout. Dextrose is an extreme high gi that causes an insulin spike which in turns shuttles what ever you are consuming into your muscles. That is why you drink a protein shake with dex.

Insulin sky high while working out does nothing.
No nutrients/food/stimulated cells offering increased uptake would make high insulin levels about as useful as two chicks w/no dick.
In addition, you sacrifice a true/good spike post-workout when you WANT to ingest key nutrients to begin the recovery process. Sky high slin levels also would yield a rather unproductive workout due to lethargy.
