Try to eat your carbs early in the day as your metabolic rate is higher then.If you train late you will be OK eating carbs that late if not try to keep them low if you can and are trying to reduce your b/f levels
I think it also has to do with what time you go to bed and how active you are after that meal...if your sitten on the couch and go to bed at 10:00 I say yes, but like Billy Boy said if that's taken in Post workout you should be fine.

First of all 13%bf is not bad. The problem with carbs is that thiose which are not burnt are sored as fat. That is why it is particularly critical to limit thier intake late at night. If you have them earlier in the day or before a workout, you are more apt to burn them off.
