IGF lr3 importing legal?

I have been under the impression that IGF lr3 is legal to import as long as it is for research, is that right?

And if that is right no one needs to worry about buying it.

I am asking this because I have a cheap source for IGF lr3, but he says he can't ship to the west coast because of sieze problems.

And if the above is right and the package got siezed all I would need to do is call the holding place and say it is for my college lab rats. Right?

Its a pain in the ass to try to get unlabled vials containing powder into the states. It is legal, just almost not worth while.
