good base. i would recommend he trains a few more years naturally because 6'2", 185 is kinda light, i'm 9 inches shorter and the same weight.
if he wants to do a cycle, a test only cycle at 500mg a week for 12 weeks is a nice first run with proper pct.
yeah i think he should train natty for a lil more. i think that the arms and shoulders def. need to get more size to them
He has a good base to start with.. AAS is not necessary yet, he could do some serious growing and development with a solid bulking diet.

After that stay on good PCT and time off training discipline and by 2nd cycle he should be looking right.
