How Do You Mix the Solvent with the Hcg Amp?

Ok i have two 5000ui hcg amps and 2 solvent amps and 1 sterile empty vial. Now do i just open the hcg amp and pour the solvent into the hcg amp then let it mix up, then with draw the mixed solution and put it into the sterile vail? I orginally order 10,000ui vail, but the guy sent me 2 amps 5000ui and 2 amps of solvent and also he gave me a sterile vial? iv never done it this way before so i need some help to get it right. as i don't want to mix it wrong and get an infection. How would i go about doing this?

ok so i want to use a 23 g 1'' 3cc needle to take the hcg a how many cc in there in on 5000ui hcg amp? cause i want to start out with about 1500ui, im guessing 1cc is about = to 10,000ui hcg
