    President Bush's recent characterization of Ariel Sharon as a "man of peace" stirred skeptical reporters to bombard officials and members of Congress with questions, asking if they agreed with Bush, leaving the impression that they didn't.



    At a press conference given on May 9 by Hasan Abdel Rahman, the chief representative of the Palestinian Authority in the U.S., a largely sympathetic group of journalists asked questions that evoked condemnation of Israel and Sharon, and none that required a defense of Yasser Arafat's record as a terrorist.



    These reporters might have taken a different tack had they known more about Arafat's terrorist past. His record is so shocking and reprehensible that they would have been justified in asking why the United States has any dealings with him at all.



    Very few people know that 30 years ago, Arafat's Al Fatah had a terrorist arm called Black September which was responsible for the massacre of 11 Israeli athletes at the 1972 Munich Olympics, a brutal deed that shocked the world. Still fewer know that in March 1973, Arafat ordered a Black September attack on the Saudi embassy in Sudan, where our Ambassador Cleo Noel, our Deputy Chief of Mission George C. Moore and Belgian diplomat Guy Eid were taken hostage at a reception. They were brutally murdered, said to have been shot in a way that made their deaths especially agonizing.



    These murders were front-page news for days, but Arafat's role is little known because it was discovered in super-secret communications intercepts of the National Security Agency. It was kept secret for years until James J. Welsh, who was the NSA's Palestinian analyst, decided that his obligation to let the truth be known outweighed his pledge to keep his work secret. He revealed that he worked on the intercepts of Arafat ordering the murder.



    First reported in WorldNetDaily more than a year ago, what he has disclosed has been almost completely ignored by both the media and by the Bush administration. The tapes of Arafat giving the order to carry out the attack and the murders have never surfaced, even during a mid-1980s Justice Department investigation of Arafat's role in the operation.



    Welsh said that, in 1973, Arafat's No. 2 man had ordered the Black September operation and that NSA learned just the day before it took place that the Saudi embassy in Khartoum was to be taken over during a reception that was being held there. A warning was sent to our embassy via the State Department, but for some reason it was delayed and the takeover of the Saudi embassy was successful. NSA then picked up two more communications, including one from Arafat confirming the execution order.



    His calls came from the Shatila refugee camp in Lebanon, which was the site of the PLO headquarters and a known terrorist training facility. The Black September murderers surrendered to Sudanese authorities, but they were later released to the PLO and flown out of the country.



    This, if correct, means that for 30 years the U.S. government has known that Yasser Arafat was personally directly responsible for the cowardly murder of our ambassador to Sudan, a senior U.S. diplomat and a Belgian diplomat. Early efforts to maintain secrecy could be explained by the government's need to protect the sources and methods of acquiring this information, but it is hardly a secret these days that we listen in on the communications of terrorist organizations like the PLO.



    What is less understandable is the evidence that the official records in the National Archives have been purged to keep the information about Arafat's despicable deeds from being known by the American people.



    Russ Braley, a retired foreign correspondent, recently found documentary proof confirming Welsh's account of Arafat's role in the 1973 murders. His search was frustrated by a lack of cooperation from the Archives, where the relevant records had been purged.



    He says, "I found only about a dozen telegrams on the Khartoum developments themselves, not the stack of papers I expected for an event of this magnitude." He finally found a CIA report quoted in a telegram from Secretary of State William Rogers to selected embassies that had escaped the purge.



    It said in part, "No significant distinction now can be made between BSO (Black September) and Fatah. ... Fatah leader Yasir Arafat has now been described in recent intelligence reports as having given approval to the Khartoum operation prior to its inception."



    He was a terrorist leader then, and the suicide bombings show that he is one today.

    THE TERRORIST INFRASTRUCTURE

    With gruesome predictability, "the enemies of peace" struck again, this time killing 13 innocent shoppers in a downtown Jerusalem market. Since the 1993 Oslo accords were signed, 259 (265 according to IINS statistics) Israelis and four Americans have been killed and more than 5,000 wounded in terrorist attacks--the largest number of Israeli dead from terrorism in any comparable period since the creation of the state 50 years ago.

    This wave of violence does not exist in a vacuum. Terrorists need plenty of help to carry out their plans. And they're getting it from Yassir Arafat's Palestinian government--even as the US government and much of the Western press turns a blind eye to activities that make a mockery of the "peace process."

    Islamic Infrastructure
    The suicide bombers who carried out the Jerusalem attack last Wednesday reportedly came from a well-organized infrastructure of Islamic militants in both Gaza and the West Bank that operates without serious interference from Mr. Arafat's government. Indeed, the Palestinian Authority sometimes encourages and assists the terrorists. According to senior Israeli and Arab intelligence officials, Islamic Jihad and Hamas boast thousands of active members and have acquired hundreds of pounds of deadly explosives, thousands of guns, rapid-propelled grenade launchers, grenades and even antitank missiles. De facto terrorist camps operate throughout Gaza. Meanwhile, rallies where tens of thousands of Palestinians call for "death to Israel" and proclaim "we are all suicide bombers" have become virtually routine in both the West Bank and Gaza. All this is duly reported by the Israeli and Palestinian press, yet it receives virtually no attention in the US.

    Even worse, hundreds of known terrorists roam freely through territory controlled by the Palestinian Authority, where they continue planning and directing terrorist attacks. The Israeli government reports that several months ago Mr. Arafat himself ordered 120 known terrorists freed from jail. Israeli intelligence officials further claim that some two dozen terrorists responsible for killing or wounding more than 200 Israelis, including the masterminds of suicide bombings, actually serve as paid agents of Mr. Arafat's security forces. Those forces, incidentally, now number 45,000, some 27,000 more than allowed under the Oslo accords. Mr. Arafat has not even tried to hide his support for terrorists, routinely praising Islamic militants to throngs of cheering supporters. In January 1996, before thousands of supporters in Hevron, Mr. Arafat glorified Yecchi Ayyash, the Islamic terrorist known as "the Engineer," a man who had orchestrated the deaths of more than 70 Israelis and two Americans, as a "sacred martyr." A month before, according to a report in the Palestinian press, Mr. Arafat signed an agreement with Hamas stipulating that it could initiate attacks against Israelis from areas not directly under Mr. Arafat's control. And in March of this year, according to the Palestinian newspaper Al Hayat Al Jaddideh, Marwan Barghouti, the secretary-general of the Palestinian Parliament, openly expressed "condolences" to the "family of Mousa Ghanimat, who became a martyr in Tel-Aviv." Ghanimat was the suicide bomber who killed three women in a Tel-Aviv cafe in March. Members of Parliament erupted in spontaneous applause at this statement.

    Mr. Arafat's government has been directly implicated in terrorist attacks on Israelis. In the past month, Israeli police arrested several Palestinian policemen who were on an operation to kill Israelis. Confessions by one of the participants and electronic intercepts show, according to a senior Israeli official, that the men were dispatched in stolen Israeli car and provided with weapons directly by Gen. Ghazi Jabali, commander in chief of the Palestinian police.

    In the past four years, report Israeli intelligence sources and the Israeli press, Mr. Arafat has amassed a significant arsenal of illegally acquired weapons, including thousands of semiautomatic weapons, antitank and even antiaircraft missiles. Israeli intelligence officials say that Mr. Arafat has probably acquired Katyusha rockets and SAM-7 antiaircraft missiles. Arms smuggling reportedly continues on an almost daily basis into Palestinian territory from Egypt, Jordan and Lebanon, and from the Mediterranean into Gaza. In the past three weeks, according to a senior Israeli counter-terrorism official, Mr. Arafat's own limousine was used to smuggle pistols into Gaza; Israeli intelligence officials say that nearly every time Mr. Arafat returns by car into Gaza, he packs his diplomatically protected trunk with weapons deliveries. A senior Israeli military official describes an even more brazen act of smuggling: The official says that on a return trip from Jordan earlier this year, Mr. Arafat's second helicopter developed engine trouble and was forced to land in Israel. This official says that the helicopter was brimming with AK-47s.

    There is another reason that there have been so many recent acts of terrorism: Israel's once-vaunted intelligence network, which had prevented suicide bombings prior to the Oslo accords, has been systematically destroyed by Mr. Arafat's forces. According to Palestinian and Israeli officials, Palestinian Authority forces have killed, tortured, kidnapped or threatened hundreds of Palestinians who once formed the core of Israel's early-warning system in the Palestinian territories. Even within Israeli cities, says a senior Israeli intelligence official, Palestinian thugs have kidnapped and tortured Israeli Arabs to stop them from giving Israel information on potential terrorist attacks. After the bombing of the Tel-Aviv cafe in March, Israeli intelligence agents identified a squad of terrorists believed to be responsible for that attack and dozens of others. It turned out that the squad had been operating right under the noses of Israeli intelligence but had evaded detection for two years. The cause of this virtually unprecedented Israeli intelligence failure? The Palestinians' destruction of Israel's counter-terrorist intelligence network.

    The evidence seems clear that Mr. Arafat's government is complicit in terrorism. Yet what has been the Clinton administration's response? Asked by a reporter if Mr. Arafat was fulfilling the Oslo accords, State Department spokesman Nicholas Burns stated on March 3, 1997: "I don't think that one ought to . . . accuse them of not having met their commitments in the Middle East peace process over the last four years; they have, they've met them. They're led by a man who has made a fundamental commitment to peace and they have a number of officials on their side who do everything they can to work in cooperation with the Israeli government as well as the United States. I don't think we have a problem there."

    The Clinton administration's unwillingness to believe the worst about Mr. Arafat's government sometimes borders on the ludicrous. Two weeks after the March suicide bombing in Tel-Aviv, Israeli intelligence officials say, they provided the Clinton administration with electronic intercepts purporting to show that Mr. Arafat had given a green light to the Hamas perpetrators. But Mr. Burns once again jumped to Mr. Arafat's defense: "We don't believe it to be true. We have not seen any evidence that Chairman Arafat has given the green light to anyone to incite violence in Jerusalem or the West Bank or the Gaza Strip." And what led the Clinton administration to this conclusion? "We have recent assurances from Chairman Arafat that he stands against violence," Mr. Burns said. Oh.

    Brooklyn Arrests
    The administration has not even had any harsh words for Mr. Arafat's latest diplomatic initiatives. The chairman of the Palestinian Authority has sent emissaries to Iran and met with the ambassador of Iraq, thus opening ties with two of the leading rogue states of the Middle East. Not only has the administration refused to put pressure on Mr. Arafat, but it also hasn't taken concrete steps to shut down the Islamic terrorist pipeline into the US. The arrest of two suspected suicide bombers in Brooklyn, NY, last week demonstrates that the US government won't shut down front groups that provide support for Hamas and other terrorist organizations from American shores.

    When the first suicide bombing in Israel occurred in October 1994, then-Secretary of State Warren Christopher declared "war" on international terrorism. But almost three years later, the latest body count in Jerusalem stands as stark testimony to the failure of the US counter-terrorist initiative

Among the "revelations" were the payments of $50,000 per month as "living expenses" to members of the al-Aqsa Martyrs' Brigades, the terrorist wing of Arafat's Fatah group."

    30th Anniversary of Arafat's Olympic Murders

    March 2 marked the 30th anniversary of the cold-blooded murder by PLO Chairman Yasir Arafat's group Black September of U.S. Ambassador to Khartoum Cleo A. Noel Jr. and his deputy George Curtis Moore, along with a Belgian diplomat. Arafat had personally ordered the assassinations.

    When he signed the Oslo agreement in 1993, Americans and Israelis hoped Arafat had shed his terrorist past for good. Tragically, he is still promoting terrorist attacks that killed hundreds of innocent civilians, including suicide bombings by his own Fatah militia al-Aqsa Martyrs Brigades.

    On the night of March 1, 1973, Black September terrorists burst into the Saudi Embassy in Khartoum, seizing Noel and Moore and other men attending the reception. The terrorists demanded the release of Sirhan Sirhan, the Palestinian assassin of Robert Kennedy, as well as terrorists held in Israeli and European prisons. President Nixon refused to negotiate.

    According to the Arlington National Cemetery website, Arafat was taped ordering the terrorists to murder the three men. They obeyed, machine-gunning the hapless diplomats. Arafat then called back to verify that his orders had been carried out.

    The early 1970s were the heyday of Black September, an affiliate of Arafat's Fatah group specializing in international terrorism. Its short, violent history included aircraft hijackings, kidnappings, letter-bombings and massacres. In a 1974 book Christopher Dobson wrote prophetically that "Black September may die, but new secret societies will spring up to take their place in the cruel tradition of the Assassins, for the fatal flaw still exists and will not be eradicated until many years have passed."

    Thirty years later, Dobson's prediction is the stuff of everyday reality. Black September's successors are named Hamas, Islamic Jihad and Al-Aqsa Martyrs Brigades, among others, and they still engage in terror. Documents captured by Israel last year prove Arafat's personal complicity in these vile acts.

    Arafat's responsibility for the assassinations of Noel and Moore, as well as for the more recent Palestinian terrorist attacks, probably played a significant role in President Bush's wise decision last year to insist on Arafat's replacement as a precondition for U.S. recognition of a Palestinian state. As we commemorate the deaths of Noel and Moore, we ought to remember that their murderer is still giving orders that kill, maim and injure innocent men, women and children

    TULKARM, West Bank — A leader of the largest Palestinian terrorist group spearheading suicide bombings and other attacks against Israel says he is following the orders of Palestinian leader Yasser Arafat. "Our group is an integral part of Fatah," says Maslama Thabet, 33, a leader of the Al-Aqsa Martyrs Brigade. Fatah, headed by Arafat, is the largest group in the Palestinian Authority, the government of the autonomous Palestinian territories. Thabet spoke from the Tulkarm refugee camp, where he was holed up with about 300 of his heavily armed followers as hundreds of Israeli soldiers swept through the town. Over the past two weeks, Israel has launched massive incursions into Palestinian towns and refugee camps in the West Bank and Gaza in search of terrorists.

Even within Israeli cities, says a senior Israeli intelligence official, Palestinian thugs have kidnapped and tortured Israeli Arabs to stop them from giving Israel information on potential terrorist attacks. After the bombing of the Tel-Aviv cafe in March, Israeli intelligence agents identified a squad of terrorists believed to be responsible for that attack and dozens of others. It turned out that the squad had been operating right under the noses of Israeli intelligence but had evaded detection for two years. The cause of this virtually unprecedented Israeli intelligence failure? The Palestinians' destruction of Israel's counter-terrorist intelligence network.

    The evidence seems clear that Mr. Arafat's government is complicit in terrorism. Yet what has been the Clinton administration's response? Asked by a reporter if Mr. Arafat was fulfilling the Oslo accords, State Department spokesman Nicholas Burns stated on March 3, 1997: "I don't think that one ought to . . . accuse them of not having met their commitments in the Middle East peace process over the last four years; they have, they've met them. They're led by a man who has made a fundamental commitment to peace and they have a number of officials on their side who do everything they can to work in cooperation with the Israeli government as well as the United States. I don't think we have a problem there."

    The Clinton administration's unwillingness to believe the worst about Mr. Arafat's government sometimes borders on the ludicrous. Two weeks after the March suicide bombing in Tel-Aviv, Israeli intelligence officials say, they provided the Clinton administration with electronic intercepts purporting to show that Mr. Arafat had given a green light to the Hamas perpetrators. But Mr. Burns once again jumped to Mr. Arafat's defense: "We don't believe it to be true. We have not seen any evidence that Chairman Arafat has given the green light to anyone to incite violence in Jerusalem or the West Bank or the Gaza Strip." And what led the Clinton administration to this conclusion? "We have recent assurances from Chairman Arafat that he stands against violence," Mr. Burns said. Oh.

    Brooklyn Arrests
    The administration has not even had any harsh words for Mr. Arafat's latest diplomatic initiatives. The chairman of the Palestinian Authority has sent emissaries to Iran and met with the ambassador of Iraq, thus opening ties with two of the leading rogue states of the Middle East. Not only has the administration refused to put pressure on Mr. Arafat, but it also hasn't taken concrete steps to shut down the Islamic terrorist pipeline into the US. The arrest of two suspected suicide bombers in Brooklyn, NY, last week demonstrates that the US government won't shut down front groups that provide support for Hamas and other terrorist organizations from American shores.

    When the first suicide bombing in Israel occurred in October 1994, then-Secretary of State Warren Christopher declared "war" on international terrorism.     Orders for Terrorist Attacks Come from Arafat's HQ

    Yasser Arafat's record of not fighting terror was a cause of concern and consternation for the Israeli military soon after the Oslo Accords were signed in 1993. When Arafat entered the Gaza Strip in 1994, he already smuggled two PLO operatives with their weapons inside his Mercedes limousine. 1 In 1998, Maj.-Gen. Moshe Ya'alon, then head of military intelligence, noted: "Sadly, I cannot say that at any point since it entered the territory, in May 1994, that the Palestinian Authority acted decisively and in a clear-cut way against the terrorist operational capability of Hamas, as well as Islamic Jihad."2

    On September 28, 2003, military intelligence head Maj.-Gen. Aharon Zeevi-Farkash disclosed that orders for terrorist attacks are still emanating from Yasser Arafat's Ramallah compound. While not saying that Arafat himself is ordering terrorist attacks, it is extremely unlikely that these communications for operations against Israelis would be permitted without Arafat's knowledge and approval. 3

    The international community has been debating the Israeli Cabinet's decision to remove Arafat. A broad international consensus has arisen that Arafat is an obstacle to peace. Even France's President Jacques Chirac recently said, "Arafat is responsible for the failure, for all the failures, because he always wanted a little more." 4 Nonetheless, it is far less accepted that Arafat, in fact, is personally responsible for much of the ongoing terrorism.

    It is imperative that Israel's moves against Arafat be seen against the backdrop of cumulative acts that he has committed, and not just omissions in complying with his commitments to fight terrorism. Should Israel actually move against Arafat, let us understand the reasons for such action:

    Arafat Authorized Hamas and Islamic Jihad Attacks

    " During March 9-13, 1997 (and perhaps earlier), Arafat met personally in Gaza with the leaders of Hamas and other militant groups, and gave them the "green light" to resume terrorist attacks. Following those meetings, Chief of Staff Lt.-Gen. Amnon Lipkin-Shahak told Israel Radio on March 23, 1997: "Organizations such as Hamas and Islamic Jihad have an understanding from the Palestinian Authority to carry out attacks." After the outbreak of the violence in September 2000, Hamas, Islamic Jihad, and Fatah coordinated together under the umbrella of the "Nationalist and Islamic Forces," led by Fatah.

    Arafat Finances Suicide Bombings

    " In a memorandum captured in Operation Defensive Shield, the Secretary-General of the Fatah office in Tulkarm requested that Arafat provide $2,000 to each of 15 specifically named "Fighting Brethren" of the Tanzim military wing of Fatah. According to Israeli military sources, each of the "fighters" was involved in the planning or execution of suicide attacks. With his own signature in Arabic, Arafat authorized the payment of $800 to each of the "fighters" on April 5, 2001.

    Arafat Finances Terrorist Attacks

    " On September 19, 2001, Arafat personally approved a request for payment of $600 to three people including Ra'ad Karmi, commander of the Tanzim in Tulkarm, who was personally involved in at least 25 shooting attacks against Israelis. Arafat funded Karmi even though Israel had placed Karmi on its "most-wanted" list just three months earlier. 5 On the same day, Arafat approved payment to Amar Qadan, a member of his own Force-17 "Presidential Guard," who was involved in terrorist operations.

    " A second request was faxed to Arafat to fund 12 more terrorists. According to Colonel Miri Eisin of the IDF Intelligence Branch, "Every single one of them was on our wanted list...these are Tanzim members, which is Arafat's own party." 6 Arafat knew well that these individuals were involved in terrorism. Nevertheless, on January 7, 2002, "Arafat himself - in his handwriting, with his signature...agreed to pay the money." 7

    " On January 17, 2002, two and a half weeks later, a Palestinian killed six Israelis and wounded twenty-six at a bat-mitzvah party in Hadera, initiated and planned by one of those on Arafat's list - Mansur Saleh Sharim, who was already responsible for the deaths of at least three Israelis. Senior Fatah figures in Israeli custody, like Marwan Barghouti, admitted subsequently that Arafat approved funding for Fatah operatives with the knowledge that it would be used to finance terrorist attacks against Israeli civilians. 8

    Arafat Commands the Al-Aqsa Martyrs Brigades

    " While some draw a distinction between Yasser Arafat's Fatah organization and the Al-Aqsa Martyrs Brigades, Palestinians refute such assertions. The leader of the Al-Aqsa Martyrs Brigades in Tulkarm told USA Today in March 2002: "The truth is, we are Fatah, but we didn't operate under the name of Fatah....We are the armed wing of the organization. We receive our instructions from Fatah. Our commander is Yasser Arafat himself." 9

    " In the early months of 2002, the number of attacks by the Al-Aqsa Martyrs Brigades, including suicide bombings, exceeded those of Hamas and Islamic Jihad. On September 16, 2001, the Al-Aqsa Martyrs Brigades requested payment to cover expenses for "production of explosive charges" from Arafat's financial confidante, Fuad Shubaki, who, as the head of the Palestinian Authority's "Armed Forces Financial Directorate," was also the mastermind behind the Karine-A weapons ship delivery from Iran. That ship also carried huge amounts of C-4 explosives that could only be used for bombing attacks against Israel.

    Arafat has been a participant in, and supreme commander of, many of the Palestinians' terror activities. He has knowingly funded terrorists, both before and after they committed crimes. He has authorized plans for terror actions. What Israel has put together on Arafat's involvement in terrorism is only the tip of the iceberg; these are only the connections that have been documented in captured materials. As the mastermind of the entire September 2000 intifada, his impact has been far more widespread. 10 Even though he had committed at Oslo to "put an end to decades of confrontation and conflict...and strive to live in peaceful coexistence, mutual dignity and security," 11 Arafat's actions over the past decade have proven the opposite.

    On September 19, 2003, the UN General Assembly met in Emergency Special Session and adopted a resolution demanding that Israel "desist from any act of deportation and to cease any threat to the safety of the elected President of the Palestinian Authority." The UN resolution derives its legal basis from international humanitarian law in general, and the 1949 Geneva Convention Relative to the Protection of Civilian Persons in Time of War (Fourth Geneva Convention). But if Arafat is not just a civilian heading a government, but is actually directing and financing military activities and terrorist attacks against Israeli civilians, he loses any protection afforded him by international law.

    the miserable failure is pointed at the poor and hasty decisions made while in office for his first term.. example. iraq, no child left behind, ALL DOMESTIC ISSUES, air and water pollution standards, the list goes on and on. thats why only a slight 1% more of america voted for him.. not 60 or 70% it was only like 51-52% of america.. from my experience in the south, born and raised and **** proud, a lot of the southerners are in the dark about what bush really has done in office.. also most southerners i hate to say are narrow minded, racism sexist and etc.. thats bad to say i know but its true.. like i said i love the south and i will always live here.. if more people were more open minded bush wouldnt have won.. plain and simple. spoken from a republican

    Arafat was the inspiration for Osama bin Laden, because he proved to his eager student that terrorism works and that terrorists can be praised and rewarded by a craven world, as Arafat was by so many for so long.

    Arafat's legacy is one of bloodshed and war, yet tears are being shed over his peaceful passing, not only by Palestinians but by many Europeans as well. Had Arafat accepted the offer of statehood, his body could have been buried in the part of Jerusalem that would have been the capital of the Palestinian state instead of in the rubble of Ramallah.
