Who is responsible for the security of Iraqi civilians?
The US troops and Iraqi troops have to do a better job to defend the innocent civilians against terrorist attacks. They are the security, and have to do a better job.
Every civilian that dies, proves the incompetence of the armed forces both Iraqi and American.
Under Saddam none of this occured.
So please do a better job, in protecting civilians.

the role of the military can be, security purpose, as policing
but in Iraq they are not there for policing

and before we invaded it was our fault (not Saddam's) that the children of Iraq were dying from the sanctions.

yes. of course I am being sarcastic, Saddam built dozens of palaces and re-built all of the one's destroyed in the first Gulf War, during the sanctions. The U.N. took their cut in the Oil for Food racket, and countries like France and Germany, believed Saddam had WMD, but were content to leave him in power so he could repay the debts he owed them.

Guerilla warfare, by it's very nature puts civilians at risk
it's the insurgents who are killing people, just by cause dis-trust among american soldiers - and hell, the sunni's and shiites are already in a bit of a civil war

its a nice dirty cycle....
first there many insurgents, or so called freedom fighters, all have the same target, the US military.
unfortunately, some attack the public as well as the iraqui establishment
