2 quick Q regarding needles and syringe

for the research chems (clomi/tamox/letro etc), we can draw into the syringe then allow our "rat" to swallow it right?

2nd question, the needles state 3cc/ml the "/" refers to "OR" and not "PER" right? since 1cc=1ml.
