    Sealed sterile vials

This might be a really stupid question, but I’ve never made a mixture. I am getting some HCG that will need to be diluted. I plan on getting some bacteriostatic water and dilute the power. Are you able to open sealed sterile vials, insert the water and hcg then reseal the vial, or do I need to buy the vial and tops separate then seal it?

You don't open the vial, you place some ba water in the amp with the powder in it, draw that with a syringe and inject it into the vial. Then draw as much ba water as you wish to use depending on the concentration you want and inject that into the vial. Place a needle to vent the vial as you inject or you won't get all the fluid in there.
