Is EAS Phosphagen HP (which is EAS "second generation creatine product") better than just plain Creatine? Would creatine taken with sugar be the better choice?

From what I have read it is better yo get a micronized creatine and take it with a fast absorbing carb (like dextrose)(try AST DGC) , but take the dextrose about 20 - 30 mins after the creatine. It will help absorb the creatine better than the ready made mix's like Phosphagen HP.
