Would taking creatine on a low carb diet keep my muscles looking full? Anytime I low carb it the look real smooth and flat.

Are you talking about straight creatine or creatine mixed w/sugar (ie dextrose =carbs)
Creatine alone preworkout or 1st thing in morning and then Postworkout with dextrose/maltodextrin (A total of 50 grams worth of those type of carbs)

In that case... ya it would add to the 'full' look... those carbs and the additional water retention will do that. I don't know the extent though... your mirror will be the judge at how well that fares.
