Currently I am in a bulking phase. I am 6'2 210lbs with about a 12-13% bodyfat. What I am asking is, if I do cardio in the morning for 45 minutes 65-75% max heart rate would that affect my muscle gain? And would an ECA aide me in my pursuit of more muscle, less fat?

do not take an eca if you are bulking. as for your cardio thats fine, just dont overdo it 3 times a week is ideal to stave of excess fat while bulking.
