im confused by what u mean! It sounds like u are asking about the same thing.
i get better pump with t-bar.
t-bar involves some legs and the position and angles are different then seated.
both are good.

i dont feel much from the seated rows, stick with the t-bar rows with either a wide grip or i feel i get a better pump doing the close grip
I like standing t-bars...more wieght, more power, more density.
