I have been doing 30-40 mins of cardio per day latley. I have noticed a little less fat on my stomach, but not on my arms. I really want my arms cut up for summer. My diet is decent. What can I do to cut them up more?

you cant localize fat reduction there buddy.. not w/o a needle anyways.

no. no such things as site specific fat loss. echo echo echo echo......
Genetics play a big role in your body's pattern for fat storage as well - IMO it sounds like for you, arms are a stronghold. Change your diet from decent to perfect, keep doing the cardio - good luck to you.
If I were to run with light dumbells and pump my arms, would that help any?

Build muscle on those arms, and continue to lose bodyfat, and they will begin to "tone up".
