1/4" on arms in 2 weeks, no weight gain?
I'm not sure if this is the right forum, but here goes. In about two weeks I've gained a little less than a quarter 1/4 inch on my arms, however, when I went to weigh myself today, I was pretty much the same weight, in fact, I may have went down a little. I know that's possible if I'm losing fat and gaining muscle at the same time, but to me, my level of definition looks the same. So how it is that my stats have went up, but my weight is the same?

that sounds pretty good. you have probably lost a bit of fat and gained a bit of muscle.
To tell if you have gained muscle, do some basic measurements (outside of your arms). Measuring your chest, neck, and especially waist is extremely important to measure fat loss. Try doing thiese measurements in the future to see what is going on exactly.
The other possibility is that your muscles are retaining more water (??) i am not sure of this though
