That is what I've been thinking lately as well and wanted to double check with others. I always did them with shoulders for years, but have changed my routine.
Shoulders...

i do them with shoulders because i save them for last. I would be to tired on back day to really get a good/heavy shrug workout. But thats just me.
I have found that doing traps on shoulder day because they can be worked more frequently then other muscle groups. Dont quote me saying to work traps 3 times a week, but I think shoulder day first nicely..as long as it is a few days after back day. Sure, deadlifts do stimulate the traps a little bit, but I dont feel it much. I have had good success with doing them with shoulders for awhile now. Almost like doing back, and then incorporating an arm day several days later.
i do seated bent over shrugs on back day and barbell shrugs on shoulder day.
back day is tuesday shoulders are thursday
I prefer to do them on back day I believe that heavy enough deadlifts with strict form puts ample stress on the traps to ensure growth and may add a couple sets of shrugs.
I've rotated them and feel that they have grown more while doing them with shoulders. Traps are divided into 4 parts and the top half just seems to get a better workout during the shoulder day and the bottom half during back day. Just my opinion, but I would try them both and see which one shows more growth for you
Decisions, decisions...
i do em after deads on back day, aint nothing gona make traps grow better than heavy deads followed by heavy shrugs!
