im young and have trouble working out my shoulders. when i try to do upright shrugs i get this like springing sensation in my forearms that makes me stop.ive tried ez bar and cables but they still cause the problem. also i get it when i do side lateral raises. any1 know what the problem may be or how to get around it? or should i just throw out those exercises?

Try using lighter weights untill your arms are used to the added stress of the exercises.

Use a spotter when doing shouders.. i dislocate my shoulder every month or so.... old school injury.... if you build up the muscle around the rotater cup, you will get less pain, and less dislocating...good luck
