ive read every article and cant figure this out

everyone keeps saying at a high weight focus on losing weight before lifting, or low intensity cardio targets fat, so i was wondering what i should do, . my diet is in order thanks to reading on this site. i have a workout 3 days a week, i hit every muscle group, and on 3 other days i do cardio
jumprope 3 minutes on 1 minute off for 20 minutes then go for a nice 20-30 min walk to finish it. ive been doing this a month or so and have only lost 13 pounds. i heard that if i try to build muscle while im trying to lose fat i will plateau before my desired goal which i dont think is right if i keep to this program should i see results, i posted my cardio above here is my workout

you can still cut fat without cutting muscle. You need to find your THR and maintain it for 40-45 minutes. Your cardio routine isn't getting you to the fat burning stages. You won't even begin to burn fat until at least 20 minutes into your cardio. Don't go longer than 45 minutes or you will start to lose some of your hard earned muscle

The good old elliptical trainer or incline treadmill walking. An exercise bike would be easy on your joints too.

I agree with Flexor about the cardio equipment and just one other thing 13lbs in a month is a good number and at that rate you would be less likely to eat up muscle mass.
