Maybe you aren't going heavy and intense enough on deadlifts? What is your rep range and how many sets do you perform?

what i do is superset deadlifts and back extensions. As soon as u get done on the deads, run over to back extensions. On the back extensions, its important to flex your lower back and hard as possible at the top for about 2 seconds.

Just bend your knees slightly more than the guy in the pic to hit the lower back instead of the hamstrings.http://www.exrx.net/WeightExercises/...odMorning.html

also when doing those back extension, do not hyperextend you back further than it natural curve, it is not good for your lumbar vertebrae. you can do as saboudian said and pause at the top of your movement but dont hyperextend.
