i have been working out for years but no one has been able to tell me can anyone tell me how and what exercise can get rid of the fat at the outer edges of my chest grab your chest a big hand full at your nipples what gets rid of that fat what exercices focuses in on that area

Sorry bro, you can't spot reduce fat. Your body pulls fat from where it is programmed to do so in your DNA. If your body wants to pull fat from your toes before your chest it will do so even if you do 100 sets of decline bench press. You have to watch your diet, cardio, maybe some supps. BTW I suffer from this too.
