I'm about 178 and I'm only looking to be about 190-200lbs. I'm also going to do some plyometrics to help with my bball game. Is this workout a good idea, or is it more for someone trying to gain bigtime mass?

Different strokes for different folks. Find out what works best for you. Add / Subtract a few things, but find a basic layout and start there.
One thing you've got to check up on, is your diet. Are you getting enough calories to even add weight ?
I weigh about 175lb and I'm aiming for about 4000 calories a day. Is that right? If i did plyometrics with a workout like that should I just do them every other day except for days that I work out my legs or what?
