I've seen a few posts that ask this same question. I never bothered with reading to see what people say about it. I never thought of the tri as something that could be isolated. I always thought it was a matter of genetics. No matter how I twist my arm, I feel the same stress in the same areas of my tris. I will look for other people's responses though.

the tris are different for everyone. Some feel pushdowns for example hit the inner head, yet i feel it more in the medial head. Its just what you feel.

any movement with thumb turned inwards will target the inner tri's :-
    tricep pressdowns,
    close grip bench press,
    one arm cable pressdowns,
    french presses.

Lying tricep ext. and overhead tricep ext.(using a cambered bar) seem to hit the long head of my tri more.
