Testosterone Total and Bitch Tits related?

Hey bros i got a question, my brother has bitch tits, i dont know how becuase everyone in my family is skinny but him, he is a little chunky with bitch tits but hes only 15. He went and got some blood tests and it says that his testosterone total is 38? Maybe thats low im trying to figure out whats going on with him, he has an apointment with the endocronilogist(sp??) soon to figure out what he needs to get him straight. What would cause him to have bitch tits? Thanks
