Usually I don't feel a need to explain this but.... Hoss was banned for being too young to be here. I have no problem with the little guy but he is a liability to us all being on here at that age. your ip changes very frequently for various reasons, unless you pay a lot of money to have a static ip address. your ip could change from restarting your computer, restarting your cable modem, reconnecting your dsl, restarting your cable/dsl router, etc.
what typically stays the same is your domain. that is also what typically changes when you switch internet provides. its unrealistic to do a domain ban because if hoss was on aol and you domain ban aol, then all other aol users couldn't access the forums.
