Microsoft Word. I wouldn't use any of the wizards though... looks too cheasy.
Better to get a book on resumes and do it on a plain word processor. There are different types of resumes, biographical, chronological, etc, and ya gotta have the right one to match both the job your looking for and your particular qualifications, experience, and history. To write a good resume, ya gotta know which is best for your situation, and a decent book will clue you in on that, AND show you how to format it on paper.
Worst things you can do with a resume is spell things incorrectly, write with bad grammer, mail in a resume that's got coffee stains on it, etc. Ya gotta use ACTIVE verbs that make you look like a champion, someone to be reckoned with; someone who can take hold of your employer's business and make it run like a muther-----.
And ya gotta approach different kinds of businesses differently . . . some companies have lots of contracts with the government, and have to hire people with particular types of college degrees, so even though you're smarter than Albert Einstein and know the secrets of cold fusion, they can't, and won't, hire you, but instead go for the guy with the C- average with the sheepskin. Sometimes you can finagle your way around the problem depending on how you present your qualifications; it all depends.
Anyway, a mere resume program won't be able to tweak your qualifications and experience. Your brain cells are gonna have to do that . . .

Microsfot works has a layout that is widely used from what i have seen working in hr for another co. a few years back.
