    I think the bus was stuck and the dirt under it collapsed and washed away. Or it's photoshoped, or it's a prop set up by those silly mexicans

    They're government workers. They are all standing around talking, smoking cigs, etc. The one guy that was digging that hole is off taking a piss, that's why they are all looking over there, waiting for him to bring his ass back so he can finish the hole and they can go drink cervesas mang
